Launch of an open procedure for the selection of a Technical Consultant for the implementation of the Competitive Dialogue projects
Athens 18 May -The open procedure for the selection of the Technical Consultant for the Competitive Dialogue projects implemented by ERGOSE starts.
Specifically, the notice of open procedure for the selection of the Contractor for the award of a Service Contract entitled: “Technical Consultant to support ERGOSE in the implementation of the tender procedures of selected projects with Competitive Dialogue and the required supporting studies and actions” with a total estimated value of 7.201.240,20 € (excluding VAT), to be conducted in accordance with the provisions of Law 4412/2016 (A’ 147).
The scope of the Technical Consultant includes the support of the Contracting Entity throughout the tenders of the Competitive Dialogue projects, in matters of evaluation of studies, selection of technical design solutions and their composition, as well as support in the preparation of the required supporting studies.
These are the six key projects that will contribute to the upgrading of Greece’s cross-border interconnection with south-eastern Europe and the connection of the country’s main ports with the national rail network. These projects concern the connection of the ports of Patras, Lavrio, Rafina, the 6th pier of the port of Thessaloniki and Kavala through the construction of the new railway line Thessaloniki – Toxotes (eastern railway Egnatia) as well as the upgrading of the connection of Alexandroupolis with Ormenio and the Greek-Bulgarian border.
The services of the Technical Consultant that will enhance the ability to implement the projects include the support of the Contracting Authority:
- During the preparation of solutions by the candidates.
- During the technical evaluation of the solutions proposed by the candidate contractors.
- The elaboration and selection of technical solutions and the synthesis of these in order to arrive at the optimal solution for which the candidates will submit their final offer.
- Evaluating all kinds of requests from candidates concerning technical issues.
- Monitoring and implementing the timetable for the competitive dialogue
- The preparation of supporting studies (cadastral studies, feasibility studies and cost-benefit analysis, environmental studies, etc.):
It is noted that the criterion for awarding the contract is the “most economically advantageous tender” on the basis of best value for money. The selection of the Contractor will be made in accordance with the “open procedure” of article 264 of Law no. 4412/2016 and under the conditions of this law.
The closing date and time for submission of tenders is 22η June 2022, Wednesday, at 14:00.

The selection of a Technical Consultant is of particular importance as it will enhance the capacity to implement the six key projects that will strengthen the interoperability of the country’s rail network.”
