Selection of Technical Consultant for the Competitive Dialogue projects
Athens, 30 November 2022 – Today’s signing of the contract for the services of the Technical Consultant marks a decisive development by ERGOSE for the implementation of the critical projects of the Competitive Dialogue that will enhance the interoperability of the country’s rail network.
The scope of the Technical Consultant includes the support of ERGOSE throughout the tenders of the six projects of the Competitive Dialogue, in matters of evaluation of studies, selection of technical design solutions and their composition, as well as support in the preparation of the required supporting studies.
The contractor of the contract is the company OBERMEYER HELLAS – CONSULTING ENGINEERS Ltd. The cost amounts to 6.44 million €, with the contract award criterion being the “most economically advantageous tender” based on best value for money and the selection of the Contractor was made in accordance with the “open procedure” of article 264 of Law No. 4412/2016.
For the provision of Technical Consultant services, co-funding has been secured from the NSRF 2014-2020, under the Operational Programme “Transport Infrastructure, Environment and Sustainable Development” (OP-Transport Infrastructure, Environment and Sustainable Development), the Connecting Europe Facility (CEF) 2014-2020 and the National Development Programme (NDP) 2021-2025.
The Technical Consultant will assist in all stages of the Competitive Dialogue and the implementation of the six key projects concerning the railway interconnection of the ports of Patras, Lavrio, Rafina, the 6th pier of the port of Thessaloniki and Kavala through the construction of the new railway line Thessaloniki – Toxotes (eastern railway line). Egnatia) as well as the upgrading of the connection between Alexandroupolis and Ormenio and the Greek-Bulgarian border.
More specifically, they will provide support services to ERGOSE:
- During the preparation of the solutions by the candidates.
- During the technical evaluation of the solutions proposed by the candidate contractors.
- The elaboration and selection of technical solutions and the synthesis of these in order to reach the optimal solution for which the candidates will submit their final offer.
- Evaluating all kinds of requests from candidates concerning technical issues.
- Monitoring and implementing the timetable for the competitive dialogue.
- The preparation of supporting studies (cadastral studies, feasibility studies and cost-benefit analysis, environmental studies, etc.)
The overall deadline for the completion of the scope of the contract is set at eighteen (18) months.
Regarding the signing of the contract, the President and CEO of ERGOSE Mr. Christos Vinis noted: “We are proceeding step by step with all the necessary actions for the modernization of the national railway network, with the aim of making our country a combined transport hub in South-Eastern Europe.
