The submission of the Call for Expressions of Interest (phase A) for the six Competitive Dialogue projects, with a total budget of €4 billion, has been completed.
Athens, 21 January 2022 – ERGOSE’s plan for the completion of key infrastructures that will upgrade the Greek railway network is progressing steadily, with the ultimate goal of making our country a regional hub in the logistics sector in the wider Balkan region and Southeastern Europe.
Today, the submission of the Expression of Interest Envelopes (phase A) of the project tenders announced by ERGOSE through the Competitive Dialogue procedure was completed by the candidates.
These six projects, with a total budget of €4 billion, the largest rail project programme in the country’s history, link the country’s major ports to the rail network and strengthen cross-border rail links with the rest of south-eastern Europe.
In each of the six competitions, ERGOSE will examine the Expression of Interest files submitted in this first phase of the competitive procedure and will invite the candidates who meet the Qualitative Selection Criteria to participate in the next second phase of the competitive procedure.
The second phase of the tender procedure consists of two stages, the dialogue and the submission of tenders.
During the dialogue stage between ERGOSE and the candidate contractors, the best technical solution will be determined, and all available studies will be used. The preparation of the required final studies will be completed by the Contractor of each project resulting from the tender procedure. It should be noted that participation in the dialogue is a necessary condition for the participation of the pre-selected candidates in the next stage (submission of binding offers).
Having selected the solutions that best meet the needs of each project, ERGOSE will launch the next stage of the tender procedure, for the submission of binding offers.
The criterion for the award of contracts is the most economically advantageous tender based on the best value for money, assessed on the basis of criteria linked to the scope of each contract.
The six rail projects selected and tendered through Competitive Dialogue:
- are important planned projects for the completion of the national railway infrastructure,
- are public works of strategic importance for the country, enabling the connection of major ports to the rail network and strengthening the cross-border rail link with the Balkans and south-eastern Europe,
- are part of or interconnected with the Orient/East-med rail corridor of the Trans-European Transport Network and are included in the planning of the Ministry of Infrastructure and Transport for the programming period 2021-2027.
Their completion is expected to achieve the upgrading of the country’s main railway axis, with the main features being the improvement of safety, the increase of railway reliability and consequently the attraction of more transport work compared to road transport.
The Chairman of the Board and CEO of ERGOSE, Christos Vinis, stressed: “We are proceeding with steady steps in the planning and implementation of the six projects of national scope, which give developmental impetus and change the map of transport in our country.
